Prison Call Center

The concept of a Prison Call Center pertains to a call center whose operators, employees or agents are comprised of inmates. The call center office per se may be built inside a jail facility. The initiative of creating a prison call center was formulated by Senator Peter Cayetano. Dubbed BILIB I.T., this is one of his programs designed to help convicts become more productive, provide opportunities for employment and improve their chance of in reintegrating back into civil society.

Preparations are already underway for this program to come into fruition. In coordination with the Technical Education & Skills Development Authority or Tesda, the Bilib I.T. program had been launched which provide computer training course for inmates. Among the courses to be offered included Basic IT trouble shooting and hardware servicing, graphics design using Adobe Photoshop, web design as well as English proficiency. TESDA will also provide assessment and certification of graduates. The training per se is performed in collaboration with Informatics, one of the nation’s premium information technology schools.

The TESDA Training is provided for qualified inmates through a scholarship program. The program was initially launched in the Taguig City Jail and Camp Bagong Diwa. Around 200 inmates are currently enrolled in the program but more are expected to join the program in next few months. The inmates will be selected initially from jails within Metro Manila. The pioneer program in Manila will also be expanded nationwide.

At the moment, there are still no Prison Call centers that are operational in the Philippines. But if this pushes true, the prison call centers will be engage in call center work for nonsensitive matters for security purposes. The concept of a prison call center is not new. The idea was derived from the earlier practices of the US State Prison under the federal program called Unicor. Similar in house call center programs have also been successfully instituted in the UK under the auspices of its Ministry of Justice.
